ABOUT THE PROJECT
  • The modern urban development project, located in the Hatsayfong and Xaysetha districts of Vientiane Capital, is part of the Vientiane Capital Development Strategy for 2015–2030. The project allocates vacant land in an area that is noticeably higher than other parts of the capital, making it less prone to flooding compared to the current low-lying areas along the Mekong River. Established in 1560, Vientiane has experienced partial flooding almost every year. For this reason, the city’s leadership has designated this area as a key urban development zone within Vientiane Capital.
  • Therefore, Douang Chaleurn Development Construction Group Sole Co.,Ltd has received support from the leadership of Vientiane Capital and obtained approval from the Prime Minister of the Lao PDR under Authorization Letter No. 78/NY, dated July 13, 2020. The group has signed a memorandum of understanding (MoU) to conduct a feasibility study for the project in collaboration with the Ministry of Planning and Investment and has already formalized this agreement with the government.
PROJECT GOALS

  • Establishing an international economic and social hub to attract both domestic and foreign investment.
  • Transforming vacant land into a modern, well-planned economic zone with comprehensive and sustainable development.
  • Generating revenue for the government through taxes, duties, and other fees.
  • Creating jobs for the community while developing facilities to accommodate a growing workforce in the future.
THE SMART CITY IDEA
  • Enhancing international economic and social connectivity through the use of technology in economic management.
  • Optimizing the use of resources efficiently while ensuring environmental sustainability.
  • Developing urban management systems through technology to ensure transparency, accountability, and access to administrative and economic information.
  • Facilitating smooth business operations integrated with the development of IT knowledge.
  • Developing quality systems and international standards, while establishing modern telecommunications and cybersecurity systems in accordance with global standards.
